Eng., City Engineer ITEM I Re: Tenders for Dyke Pump Stations : Tenders for the construction of pumping stations at Harbour Street and Dominion Avenue have now closed and only two tenders were received although about ten contractors took out contract decuments. The tenders are as follows: 1. Doyle Construction ~ $294,870.00 2. 4H.B. Contracting - $308,788.00 The lowest tender is about $110,000.00 more than what we had allowed for in our original estimate. There seemed to be several reasons for this. In the first place, in checking with the contractors who did not bid on the project, it appears that they felt that the project was too small to be worth their while. Those that did bid no doubt set the value of the bid high enough to make it worth their while. Secondly, it appears that when the initial estimate was done by Crippen Engineering, they did not allow enough of an increase to cover the large jump in prices between 1979 and 1980. Thirdly, Crippen's estimate did not allow for B.C. Hydro's costs of keeping the old pumping stations operational.» It turns out that we need approximately $15,000.00 worth of transformer platforms and transformers in order to satisfy B.C. Hydro and to allow our old pumping stations to remain Operational. Fourthly, there is a contingency allowance of $20,000.00 in each of the bids which would only be spent if additional work was required during the construction and authorized by the City. ‘There are other smaller items which Crippen did not include in their estimate and which we feel should be included with the construction which have also increased the price somewhat. As a result of all these things the City is faced with a cost of about $110,000.00 which was not budgeted. [2eove
