Your Worship and Members of Council,

The Fraser Valley Regional Library provides lib-
rary service from Tsawwassen to Boston Bar on behalf of
member municipalities and unorganized territories of
school districts. While the local governments. provide
branch library buildings, the system headquarters was
built by the Board of Management itself. This small
structurally ursound and inadequate building needs to
be replaced by = modern one-storey basic structure cap-
able of handling. the demands of a great system.

The Board is not empowered by the Public Libraries
Act to borrow for capital purposes nor to enter into a
mortgage. By keeping its annual cost to the householders
among the lowest in the Province while providing a high
level of service, it has been unable to accumulate re-
serves sufficient to replace the present headquarters
-building.

OPTION 'A' - BUILD-TO-SUIT/LEASEBACK

‘At. the Board's October meeting, a build-to-suit/
leaseback proposal by the District of Matsqui was accepted,
subject to approval of the.preliminary wbudget. By selling
the existing headquarters, receiving provincial and muni-
bal grants, and by selling the lots it had earlier pur-
sed for a new builcing in Abbotsford, the Board anti-
ates purchasing the building, but not the Matsqui site,
hin five years. The sum of $54,000 was included in the
