1 mer tar — Sr men oe a Ne aT a SIS PEE Yo ES aS _ Burton, A brief outlining the position of communities within the ndaries’ of the Regional rict -of Kitimat-Stikine on “log exports is being prepared by ~ Nancouver forestry consultant -. ‘Hugh Hamilton, The terms of reference for the brief, however, are becoming more and more _ .complex with the passing of “time, and the regional district “board .has agreed to cover the _. cost of up to $10,000 that was . Originally taken on by the “regional district’s Economic Development Commission. This change means little to . Hamilton’s report, but it does . ° ‘mean that the cities of Terrace and Kitimat will share the cost “with communities like Hazelton and Stewart. Rather than a general look at .., log exports, topics being ad-. ’ dressed by the study now include © research already done by the _. Gitksan Wet’suwet’an and . -Nisga’a Tribal Councils on the __ impact of logging in general and . ‘exports in particular on north- west Native communities, and ~ the cost of exports to the north- - -west when compared to the -” potential income that could be generated by processing those same logs in the region. _ The hope now, according to Stewart director Andy Burton, is . that the brief will include all views and provide a unified front when it’s presented to the -- provincial government. Explains Hazelton director Gordon Sebastion: ‘‘We’re wasting our "money unless we look at the whole picture.”’ '’ Burton explains some of the complexities involved. First, from a Stewart perspective at any rate, the export industry is a “fledgling industry” and the real impact isn’t yet known. ‘Four years ago they weren’t shipping any wood out of Stewart to speak of,” says Bur- ton, ‘But we now have a $50 million a year export industry.” Second, an export log isn’t necessarily one on it’s way to Asia. A number of northwest logs, for example, are processed in pulp mills in Gold River and Port Mellon which are located in southern B.C. According to timber exported to other countries comprises only about~15 percent of the total harvested in the Stewart area. The ‘other 85 percent is ‘‘ex- ported” within the province. The only exception, he says, is a very small amount of B.C. timber that winds up in Alaska. But the bottom line is, “A log that winds up in the water is a log lost.” Burton says there will prob- ably always be a need for the ex- port of some logs, but our goal in the northwest should be to process as many trees here as -. possible, ‘In the short term we ~ condone it,’’ he says, ‘but in the long term we are encouraging and «qctively working towards some ‘sort of wood processing ‘facility in Stewart. We believe that in the long term there has to be value added... you can’t just -keep shipping them out.” ~ ‘The board also wants the brief to look at the logging industry in general, Sebastian is concerned ; -about the closure of Westar’s Kitwanga mill, apparently due to ashortage of timber. But Bur- ton says this is misleading .“‘The Westar. thing is very mislead- ing,’ he says, ‘“‘because all they’re prepared to take is high quality timber.’’ He goes even | further by saying that only about 15 percent of the timber available in the Hazelton area could be described as ‘high quality’? and Westar is ‘in- terested in only about half of that, less than eight percent. The balance of this timber, says Burton, could provide jobs. in the Hazelton area. ‘‘You’ve got to log the wheat with the chaff,’’ he says. ‘‘We haven’t yet created a cow that produces all cream and it’s the same with Floating logs studied — ‘logging. We’re taking about 15 percent cream, or high quality. wood, arid the rest of itis skim, but you've got to do something with that too. You can’t just leave it in the bush.’’. Terrace director Les Wat-. mough says that a draft of Hamilton’s brief should be ready by mid-January for board review; the board hopes it will describe a compilation of every- one’s view in a unified front. He says that it will then be sent to the provincial export commis- sion, who are reviewing log ex- port policies. He adds that the Stewart and Gitksan Wel’su- wet’an views are a valuable addi- tion to the terms of reference of the study. . a . ; Terrace Review — Wednesday, December 13, 1989 19 Alderman Mo Takhar represented the City of Terrace at the official ceremony marking the connection to Stewart to the B.C.
