Sel AL A coalition of Lower Mainland Municipalities is sought to assist the Canadian Transport Commission Railway Transport Committee and the rail carriers with the planning and implementation process needed to find a Satisfactory long-term solution to the aforementioned transportation problem through urban areas, It is therefore proposed that a steering committee of Municipal Administrators (Mayors) be struck to ensure that local government needs and concerns are incorporated into any routing or operational changes in the trans-shipment of these dangerous commodities. The perceived implications of this type of activity on community planning, property values, municipal services, etc., could be extremely costly to that host community in terms of restricted land uses, altered transportation routes, specialized personnel training, emergency response equipment acquisition, legal response liabilities, etc. This is particularly true if a community acquires that dangerous commodity traffic arbitrarily, based solely on the need of the carrier, without the benefit of incorporating this activity into the long-range plans of the host community and therefore without an opportunity to abate or mitigate the perceived impacts on that community.
