BACKGROUND AND COMMENTS: The above recommendations have resulted from the discussion of a number of requests submitted to the Public Works Traffic Subcomnittee at their meeting cf May 2, 1990. The concerns expressed with respect to the Citadel/Colonial intersection related to the speed of vehicles, particularly trucks, in the playground speed zone adjacent to the park as well as the lack cf a crosswalk for people to cross Citadel to get to the park. A four way stop was also requested at this intersection; however, the Committee felt that this was not warranted, and that more enforzement of the speed zone should be done. The Committee also agreed with the crosswalk request. The keep right warning signs in the lane serving 915 Citadel had been requested by the resident because of fencing adjacent to the right angled bend in the lane which obstructs the view around the corner. The Committee felt that while it should be obvious to keep right in these circumstances that the warning signs would help. Because these are not regulatory signs the Traffic Bylaw would not have to be amended to cover these. The Committee agreed with the requests of several residents in the vicinity of Taylor Street that a 30 kmh playground speed zone should be established on Taylor across Thompson Park, and that the side streets leading to the playground zone on Pooley at Kilmer School should have signs warning of the speed zone on Pooley. The residents have also petitioned the Committee to install a four way stop at the intersection of Taylor at Langan. The Committee has requested a traffic study of this prior to making a recommendation to Council in this matter. The three stop signs recommended for Donald Street meet the necessary warrants, and the two on Palisades Crescent and Paladin Terrace have been prepaid by the developer as a condition of subdivision approval. The request to install no parking signs in the lanes serving 750 Prairie and 1336 Pitt River Road came from the Fire Department who rely on these lanes for fire access. Although the Traffic Bylaw prohibits parking in lanes in any case, the Committee felt that because these particular lanes were essential for fire access purposes they should be signed as requested.
