Bylaws which are created to allow the City to take action
against some person or persons who are creating a problem for
other persons In the City, it Is unlikely that this Bylaw would
be enforced except where the City has received specific
complaints and destres to take some action without gotng

through the Courts.

The Committee feels that this would be a useful. amendment

to our Bylaw and recommends that the amendment be made.
