BY-LAWS: November 6th, 1978. His Worship Mayor J.M. Campbell introduced Mr. R.E. King, 2362 Mr. R.E. King, ; Nov. 2/78 re Whyte Avenue, who then spoke to Council asking for clarification on the ‘ring road' proposed ‘ring road’ and mentioning his previous letter under date of October 19th, 1978 registering his opposition to the proposed 'ring road’, The Planning Officer gave an explanation of Bill 42 (relating to development cost charges) and the fact that the details are not yet clear on the administrative regulations. The Planning Officer gave the history of the 'ring road' advising that the City has been aware that they may have to purchase several properties but that they did not have a specific plan for the road and therefore did not know which properties would be affected. It may now be probable that no land purchase wiil be necessary. Mayor Campbell advised the cost of the proposed road would be put into the 1979 Budget for consideration. Mr. King stated that in his opinion a detailed study should be done before any construction commences. Alderman Ranger advised the ring road would be to create approximately 1500 feet of potential commercial property downtown not. to use it for an arterial highway to take traffic off of Shaughnessy Street. Mrs. S.M. King, 2362 Whyte Avenue, asked for clarification on the proposed commercial area and Alderman Ranger provided an outline of these areas. Mrs. King was also assured that no costs would be imposed on her property until such time as it was redeveloped. Mr. King presented a petition to the City Clerk with signatures of people who are against the 'ring road'.
