Last year Port Coquitlam had 184 cases investigated by the Division and we would, therefore ke required to pay for one man, The District of Coquitlam are presently paying for one wan and they will be asked to add one additional man to this service. The Identification Division is at present operating out of rented premises in the District of Coquitlam and serves the Coquitlam area ae well as Surrey and White Rock. This operation will be abandoned and the Coquitlam Identification men will move into our new Justice Building. , In considersng this request, we should exaniine our present contract arrangement. We have requcsted 2 men for 2972-2973 and 3-1/3 mon fer 1973-1974. We would, therefore, not be adding te our share of an Identification man until 1973, and then anly by an addition 1/3. I agree with climinating partial charges for nen so that cur basic charge for manpewer includes ni1 hack up sources, i.e. drug squed, Identification, ete. 1 think it is nat to our advantage to acknovledge acceptance of the proposed change in charging in that it glves che &.C.M.P. power to add a man automatically whenever Identification case load rises into the next higher category, It think Ceunci. would want to retain the right co approve additional manpower on an annual basis. Our standing request for 1972 for 3 men will bring our detachment up to 18-1/3 men as of April lst. The R.C.M.P. proposal would give us 19 men. Council may wish to consider the advantage of adding a man at this time, however, I would suggest that we object to the preposed change in contract arrangements. I would recomend that we leave our contract request as is for 1972-1973 and that we notify the R.C.N.P. that we do not agree with the praposed method of charges for Identification personnel but favour che inclusion of this service Jn our regular contract which provides for a review of manpower annually. 2. City Hell Renovations: I have received word Erom Canada Manpower that our revised application for City Hall renovations have been epproved. This project ia under the Local Initiative Programme which provides a direct grant towards the labour cost of a project. Tre total amount approved, as a grant, is $21,350.00 ‘This is not as much as originally hoped for, however, i¢ is a fair contribution. We have the sum of $70,000.00 set aside in a reserve for future ex- ST rss penditures which we can call upon for the City's share of this work. This will give us a total of approximately ot oh Sacer $90,000.00, We are at present completing the plang and estimates for this construction work and will forward thig to Council as soon as it ia available in a few weeks.
