OCTOBER, 1970 MEMORANDUM OF AGREEMENT BETWEEN CANADIAN CELLULOSE COMPANY LIMITED : INTERIOR LUMBER AND WOODS OPERATIONS AND INTERNATIONAL WOODWORKERS OF AMERICA (AFL-CIO & CLC) ; LOCAL NOS. 1-405, 1-417 It is agreed that the items in this Memorandum will be recommended by both Parties to their respective principals. 1. WAGES (a) Ageneral wage increase of 60 cents per hour be paid over the term of the agreement as follows: 30 cents July 1, 1970 30 cents July 1, 1971 (b) Using Sawmill Job Evaluation Plan manual presented and discussed on August 4, 1970 the Job Evaluation Program shall be implemented in the Interior Lumber Division sawmill effective January 1, 1972 with increments on the agreed groupings as follows: Group Increment 1 1 Jan 72 Base Rate 7) 4 cents 3 5 cents 4 5 cents 5 6 cents 6 6 cents y/ 6 cents 8 6 cents 9 6 cents 10 6 cents iB 8 cents 12 8 cents 13 10 cents 14 10 cents 15 12 cents 16 12 cents 17 12 cents 18 14 cents 19 14 cents (c) The base rate shall be the minimum rate in all wage supplements to be effective January 1, 1972. . (i) Red Circle Jobs shall be governed by the principles set out in Supplement No. 2, Plywood Job Evaluation “Item 10 Red Circle Jobs (a), (b), (c), (d), and (f)’’ appended to Coast Agreement 1968-69. 2. TRADESMEN (a) In addition to the above general wage increase, Journeymen Tradesmen will receive an additional increase of 30 cents per hour to be paid over the term of the Agreement as follows: 15 cents effective July 1, 1970 15 cents effective July 1, 1971 (b) The Company, at its expense, shall insure for damage or loss caused by fire or flood, the tools of its employees which are required in the performance of their work. This provision for tool insurance shall also apply to loss by theft where the tools are stored in a designated place of safety within the control of the Company and there is forcible breaking and entering. The insurance coverage provided shall be subject to a deductible of $50.00 in respect of each employee’‘s claim. 3. SUPPLEMENT #4 Apprenticeship Training Program Amend Article V, Section 7 to read as follows: ‘Following completion of the period of required training, and upon becoming certified, the journeyman shall receive the certified journeyman’‘s rate of pay.” 4. ARTICLE 12 Amend section to provide for the following vacation entitlement and qualifications: Length of Vacation Continuous __ Entitlement Service Rate 1 to 4 years 2 weeks 4VY2 percent 4to 13 years 3 weeks 6¥2 percent 13 to 23 years 4 weeks 8/2 percent 23 & over 5 weeks 10/2 percent 6. STATUTORY HOLIDAYS Article Xill Amend (d) and (g) of Section 2 to read as follows: (d) ‘An Employee, to qualify for holiday pay, must have been on the payroll thirty (30) calendar days immediately preceding the holiday and must have worked his last regularly scheduled work day before, and his first regularly scheduled work day after the holiday, unless his absence is due to illness or compensable occupational injury which occurred within six (6) months of the holiday, or the Employee is on authorized leave of absence.’’ (g) ‘’Employees while on leave of absence under Article XI, section 3(a) or any employee while a member of a Negotiating Committee under Section 3(b) shall not qualify for paid statutory holidays.” 7. HEALTH AND WELFARE (a) Net cost of coverage under existing Medical & Health and Welfare plans be shared as follows: Nov 1, 70 July 1,71 Jan 1,72 Company 55 percent 60percent 70 percent Employee 45percent 40percent 30 percent (b) Effective November 1, 1970 the Weekly Indemnity provision will be amended to provide for sixty-five dollars ($65.00) per week, and effective July 1, 1971 seventy-five dollars ($75.00) per week. 8. TECHNOLOGICAL CHANGE That Sections 1 and 2 of Article XIX be amended to read as follows: “Section 1: Advance Notification The Company shall notify the Shop Committee and the Union not less than six (6) months in advance of intent to institute material changes in working methods or facilities which would involve the discharge or laying off of employees.”” “Section 2: Severance Pay Employees discharged or laid off as the - result of technological change or automation shall be entitled to severance pay of one (1) weeks pay for each fifty-two (52) weeks of service with the Company. The amount calculated under such entitlement shall not exceed a maximum of thirty (30) weeks’ pay.” 9. TERM OF AGREEMENT The Agreement shall be for 2 years from and after 1 July 1970 to the 30th day of June 1972. 10. SECTION 2 : The Parties agree that the operation of Section 23(2) of the Labour Relations Act, Chapter 205, Revised Statutes of British Columbia, 1960, is excluded from the Master Agreement herein. 11. FILERS’ AND FITTERS’ TRAINING PROGRAM (a) Program as per Coast Agreement 14th August, 1970. , (b) Rates to be negotiated. 15 12. SUPPLEMENTARY TRADES REVISION The 30c 8 =Journeyman Tradesman adjustment will also apply in the same manner to Filers, Fitters and Benchmen. 13. CERTIFIED GRADERS Graders shall receive a premium provided that: (a) They are actually engaged as lumber grader, : (b) That they are certified by the I|.L.M.A. Grading Inspector, (c) That their grading tickets are in good standing. 10c per hour 14. Rate of $3.35 15. With Reference to Article Xil— VACATIONS WITH PAY The Parties agree that time not worked during the strike period shall not be deducted from the 200 days qualifying requirement. 16. With Reference to Article XVIIi— HEALTH AND WELFARE The Company shall pay their 50 percent portion of the insurance premiums payable under the existing medical, health and welfare plan during the strike period. The employees portion of these premiums shall not be deducted until after the first full pay period. 17. It is Agreed that Article XXIV— CONTINUOUS OPERATIONS will not appear in the new agreement (see Letter of Understanding appended hereto.) 18. ARTICLE XX : : Delete section 4 and add: ‘During the life of the Collective Agreement the Company and the Union will meet and discuss the applicability and implementation of the changes fo the Plywood Job Evaluation Program resulting from the Nemetz Report (1970).
