Board Agenda 26 May 1993 Board of Directors Strategic Planning Committee 13 May 1993 Endorsement of Extended Service Establishment Bylaw for Regional Strategic Planning 2_____ Purpose To recommend the next steps in the consideration of the regional mandate for strategic land use and transportation planning. 2, Background In 1990, the Board adopted Creating Our Future Action 52 to "undertake, in consultation with municipalities and the provincial government, a review of the need for renewed GVRD regional land use, transportation and social development mandates." The review was initiated by a Discussion Paper approved by the Board in July 1991 and discussed with municipal councils in the Chairperson's meetings with them in the fall of 1991. Municipalities responded with written comments on the Discussion Paper in early 1992. These were used to prepare a proposal for a consensus-based regional strategic planning mandate which was considered by the Board in July 1992. The Board adopted this approach and established a Task Force of municipal elected representatives and staff to review and refine the proposal. The Task Force completed its report in November 1992; it was tabled at the 12 December 1992 Council of Councils and forwarded to member municipal councils for comment. Municipal comments on the Task Force report were considered by the Strategic Planning Committee at its meetings in February and March 1993, and it was decided to hold a Council of Councils meeting on 27 March 1993 to consider the planning challenges facing the region and the role of regional strategic planning in responding to them. At its March meeting, the Committee agreed to forward to the Council of Councils a Revised Proposal for a Consensus/Partnership Mandate for Regional Land Use and Transporiation Planning in Greater Vancouver which responded to many of the comments received from the municipalities and the public within the spirit of the original Task Force report. At its April meeting, the Board approve the minutes of the Council of Councils meeting and directed that these be circulated to member municipalities together with a summary, in question and answer format, of the major issues raised and the responses given.
