Natural Grade: Means the elevation of the surface of a iot at the date of application for a Development Permit, in relation to the lot, as determined by the building inspector by observation or from a survey plan submitted for the lot. Outdoor Recreation Areas: Means an outdoor area specifically designed for recreational use and available for use by all occupants of a residential complex. Underground Structure: Means a building or structure, or portion of a building or structure, with a floor located below finished grade and at no point higher than 0.6 metres from finished grade. Unit Density: Means the figure obtained by dividing the number of dwelling units on a lot by the total surface area of the lot. It is further recommended that "Part V- Supplementary Regulations" of the “Port Coquitlam Zoning By-Law, 1987, 2240" be ammended as follows: Chapter 502, (3) (d} to read: An underground structure may be sited in any portion of a lot, providing that any portions of an underground structure located above finished grade shall be setback not less than L.2 meters (4.0 ft.) from any lot boundary. No underground structure shall be located within 5.0 meters (16.0 ft.) of any land with a grade in excess of 20%. The following Chapter 510 and 511 to be added: 510. Recreation Areas: (a) Outdoor Recreation Areas may be located at ground level, on a deck, or on a roof top. An outdoor recreation area shall have a minimum area of 35.0 square meters (375.0 sq.ft) and a minimum with of 5.5 meters (18.0 ft). Indoor Recreation Areas may be located on any level of a building and shall have a minimum area of 20.0 square meters (215.0 sq.ft.) and a minimum with of 3.5 meters (12.0 ft).
