a * THE CORPORATION OF THE CITY OF PORT COQUITLAM cece FEB 15 1982 B. Kirk, February 10, 1992 City Administrator F.E. Peters, City Engineer Petition for closing Lobb Avenue - Public Works Committee, February 9, 1982 RECOMMENDATION: That Lobb Avenue not be closed to traffic at one end and that turn restrictions not be implemented. BACKGROUND AND COMMENTS: The attached petition was received from residents of Lobb Avenue requesting that the road be closed to traffic. In subsequent discussions with Mr. Ron Dool, he indicated that they would also wish us to consider the possibility of providing left turn restrictions for traffic entering Lobb from either end as a means of prohibiting through traffic. Lobb Avenue has a length of approximately 260 meters which is lenger than the 150 meter maximum length allowed for cul-~de-sacs under our Subdivision Bylaw. It also provides an alternates access for residents of the area around Shaughnessy Street south of Pitt River Road in the event that the Pitt River Road/Shaughnessy Street intersection is closed. The closure of Lobb is therefore not recommended. While I would not have any serious difficulties with the imposition of left turn restrictions at both ends of Lobb Avenue, I would not recommend these due to the difficulty of enforcement and the precedent that these would set for similar demands on cther residential streets throughout the City. I am therefore not recommending any changes to the present situation on Lobb Avenue. F.E. Peters, City Engineer FPEP/sgg
