Cuts re duce she THE CUTS only took place | July 15, but the Terrace Emergency Shelter is al- ready feeling the sting of a greatly reduced budget, The provincial govern- ment has cut back the Shelter's funding by 30 per cent, about $70,000, forcing it to drastically alter its hours and services. The shelter has bad to sig- nificantly reduce its hours of operation from 24 to 16 hours a day, It is now open from 9 p.m. each evening to 12 p.m. the following day, leaving a nine-hour gap in between. “Nine hours is a long time not to have a house — its a concern in the winter,” said Costain, shelter manager. The shelter’s capacity has also been reduced from 10 to seven beds, and they've already had io turn people away. The funding cuts came about after a review of user rales of all emergency shelters across the province. In 1996, the shelter saw a drop in clients by about 50 people from the 416 people helped in 1995. Costain suspects the slight drop in numbers was a reac- tion to the three-month wait- ing period imposed on out of town welfare recipients. . But this year, the shelter has already scen 211 people come through its doors, 23 ; of whom were couples. ‘What to me is really hurting is the meal times — we're not able to feed people like we used to,’ said Costain. ‘‘This is presenting a challenge to the staff.” She explained that meal time used to be between 5 and 6 p.m., but because the | shelter is now closed during the day, clients have to wait until about 10 p.m. for din- ner.
