Fire Department: The Fire Department has no objections to this proposal. The “area of concern is the entrance to the underground parking. By using the laneway as the main roadway to the parking entrance, the traffic demands will be extremely high for such a narrow road surface...A suggestion is that the laneway be improved upon to accommodate the traffic that will use it.” DISCUSSION: Approval of this Rezoning and Development Permit Application will enable the development of an apartment building within the Downtown Apartment district. While the proposed building generally conforms to the design guidelines outlined for Development Permit Area VI, the Planning Department has several concerns regarding the building's side yard setback and outdoor recreation area. There is a proposed interior sideyard setback of 18 feet for a portion of. the building along the south property line. The required setback is 25 feet as this wall has windows to habitable rooms. A relaxation of 7 feet for the full three-storey height of that portion of the building is deemed excessive. The applicant has been asked to consider revisions to increase the setback. The size of the outdoor recreation area is considered to be lower than the standards required. The applicant has been notified of this and will be enlarging the outdoor recreation areas and/or indentifying additional ones to conform to requirements. Parking, height, and indoor recreation area requirements conform to zoning regulations. 4s the proposed building generally conforms with most aspects of the Zoning Bylaw and design guidelines for its Development Permit Area, this application can be supported in principle subject to some design revisions and the conditions noted above.
