Eng., December 6, 1991 City Engineer FROM: C.F, (Kip) Gaudry, P.Eng., Deputy City Engineer SUBJECT: STORM SEWER REQUIREMENTS - DEVELOPMENTS ALONG BROADWAY Recommendations: That all new developments along the west side of Broadway now be required to improve the frontage of their property to the full standards as outlined in the Subdivision Servicing Bylaw No, 2241, Backeround & Comments: We submitted a request to the November 19, 199) Public Works Committee Meeting for approval to require developments along the west side of Broadway to now install the storm sewer and half road construction adjacent to their development, In the past, because we did not know the design elevation and proper size of the storm sewer system for the west side of Broadway, we did not require the developers to complete any works adjacent to their development. DCC’s for the storm sewer, roads, etc., are in place however, a recent engineering study is showing us that it is no where near sufficient to cover the future costs of the storm sewer system. This area is the only area in. Port Coquitlam where we do not consistently apply the Bylaw. Apparently, for years it was felt that since the storm sewer box culvert was required on only one side of the road, that it was an unfair burden to the developer and therefore the requirement was waived, feeling that it was covered under the DCC Bylaw. Contrary to this philosophy, when the Ramsay property along Coast Meridian developed in 1990/1991 we required the developer to complete the installation of a large diameter stonn sewer system on the east side (the developer’s side) of the road only. All costs were borne by the developer however, the City did contribute back $200,000 toward this cost. Attached is the comparison of the old format of not requiring the developer to do any works and the new proposed format. You will note that because these tree properties (owned by the same developer) have’a total frontage of 223 inetres, that the storm sewer costs are Significantly high. Only $57,562 could be waived in lieu of works completed on the storm sewer system. However, because of the large cost the City may wish to contribute an amount proportional to that contributed on Coast Meridian for that project. The Coast Meridian Works were originally estimated to cost approximately $700,000 and the City awarded $200,000 as a contribution. CEES SSS C.F, (Kip) Gaudry, P.
