As a general rule applications for exclusions from the Agricultural Land Reserve will not be authorized for submissions to the Agricultural Land Commission except in compliance with this plan as it is the City of Port Coquitlam's policy to not permit development of A.L.R. lands. Residential Policies Matching Growth with Services Most of the new residential subdivision constructed during the plan period will be in the south Mary Hill and south Pitt River Road vicinity. Infill subdivision and development of small pockets of vacant land in built up areas will be encouraged. The development staging plan Phase One on the Plan Map, Schedule B, is oriented towards subdivision of lands that can be easily serviced, have the least problems and help meet other mumicipal objectives. The Official Community Plan does not provide for development of Phase Three, Long Term Residential development areas during the plan period. Increasing density up to 25 dwellings per hectare (10 units per acre) in neighbourhoods subdivided before 1970 by subdivision and rezoning of lots will be permitted. Improving the Quality of New Development A practice of past City Councils has been to permit builders to construct a variety of housing types. That practice is a policy of the Official Community Plan. The kinds of housing being permitted in low density residential areas are family oriented single family houses on standard size lots, houses on small lots and ground oriented apartments such as duplexes. Due to the design sensitivity of small. lot housing proposals, duplexes and infill subdivisions, consultation with surrounding neighbors will take plan as a part of the rezoning process. A guide that will be used by the City in reviewing applications for small lot houses and duplexes rezoning is the G.V.R.D. Compact Housing Development Criteria. Energy efficiency will be taken into consideration in the review of applications, examining design of new houses and subdivisions.
