Utilities (1) Design of new subdivisions will respect the road network hierarchy using local and collector streets for access to properties. No provision will be made for direct access from properties onto arterial roads. Design of new subdivisions will include provision for public transit buses on collector streets. During the long term beyond the time horizon of this plan, public transit will include Rapid Transit (ALRT) and Commuter Rail. Land use decisions will take those future transportation opportunities into account. Policies The focus of public inveecment during the term of this plan is to create employment generators. The geographic focus of public investment to meet that goal is the south-east industrial ares. Utility extensions for servicing new residential subdivisions are to be constructed and paid for by private developers through the City's Development Cost Charge System or where that is not applicable by installing utilities at their own expense and collecting from subsequent development by a system of latecomer charges. The development staging system for new residential areas is part of this plan. Development is limited to Phase One. Monitoring of development is the basis for permitting development in Phase Two areas. (see Plan Map Schedule B) If a higher level of demand for housing occurs than is projected, amendment to the plan is to be made adding to or revising development stages.
