At the March 1, 1990 Municipal Staff/Urban Development Institute Liaison Committee meeting, members of the Committee expressed their desire that the City's Sign Bylaw be reviewed. The Comittee, had requested Mr. James Fensom to look at the Port Coquitlam Bylaw in comparison with Bylaws of other Municipalities in the Lower Mainland. Concerns had been expressed about the complexity of the Port Coquitlam Sign Bylaw and the lack of ability to base approval on the merits of the signs design in relation to its use and context. The City's Director of Planning agreed to review the Bylaw and recommended a course of action. The Planning Department has now reviewed the existing Sign Bylaw and analyzed it against Section 967 of the Municipal Act (that authorizes the preparation of Sign Bylaws) and the Sign Bylaws of other British Columbia Municipalities. The City of Port Coguitiam's Bylaw, while clearly not the worst in the province, could be improved tc better reflect the authority under Section 967 and make it more understandable and friendly. A revised Sign Bylaw should deal with the following short-comings of the current Bylaw: lL. The current Sign Bylaw does not have a Table of Contents and has a cumbersome format. It is therefore difficult to find the requizements of the Bylaw for any given situation; The Bylaw does not clearly establish a relation between the Zone designation of a property and the type of signs permitted; oe af
