4. Council should authorize Administration to identify the necessary funde to hire, perhaps on a contract basis the necessary additional technical staff to undertake this job. b. Amendments required to facilitate development of the Riverwood area: The following is a list of amendments to the Official Commmity Plan needed to accommodate the development of the Riverwood area: i. Land use designations on Scheduie "B" of the Official Community Plan to be amended as shown on the attached Drawing No. 1 attached; Schedule "B" of the Official Commmity Plan to be amended to eliminate all mention to “Development Stages". Section 4.2.2. "Matching Growth with Services", Subsection (1)(a) to be amended to read: “Development of New Residential Areas must proceed in an orderly manner. Leap~frogging or inefficient use or extension of Municipal infrastructure and services must be discouraged". | A new Section 3.3. "Development Permit Areas" to be inserted to declare the area covered by the Area Control Plan as a Development Permit Area for Townhouses/Multi-family and Commercial development. (Drawing No. 3) Servicing cf the Riverwood area ig Closely tied to the overall Northeast sector area, particularly in what it relates to drainage. a. Northeast Comprehensive Development Plan: On March 1987 the Municipal Council passed a resolution requesting “that an overall drainage plan for the Northeast area be prepared and a financing scheme to implement it be adopted before any properties are permitted to be rezoned or subdivided". The Northeast Comprehensive Development Plan satisfy the above mandate and is expected to be completed by the end of June 1990. Timing: In accordance with the 1987 Councils' resolution, all Municipal services must be secured prior to rezoning. [It is, therefore possible to proceed with the necessary amendments to the Official Community Plan and adoption of Area Control Plan prior to all specifics on services being resolved.
