RECOMMENDATION: That City Council! direct the Clerk's Office
to prepare a byiaw rezoning Lot B, Block 10
of the S.E. Quarter of Section 6, Township
40, NWLD Plan 5345, except the east 297
feet thereof from A=-1 to RS-1A and RT=-1.

And That this application be held pending
implementation of a comprehensive drainage
cand flood proctection ptan for this
neighbourhood.

Ana That City Council direct the Clerk's
Office to prepare a bylaw amending the
Official Community Plan, redesignated for
Long Term Residential Reserve to a Phase
One Development.

COMMENTS:

This subdivision proposa! is for part of the tand excluded from
the Reserve by the Agricultural Land Commission. The owner
wishes to proceed and subdivide their property.

issues raised by this application revotve around its
prematurity. Problems to. be taken into account in considering
this appitcation inctude:

* Dilution of development to the detriment af ali projects.
Specific reference is made to the Geéenstar subdivision and south
Pitt River Road neighbourhood. The City has made a financial
commitment to have services installed there. Approving
development in another area will stow the rate of development
increasing the length of time required for the City to
recapture OCC expenditures. Providing services to too many
development areas will timit the City's capability to provide
other capital works.
