Regional Planning Function FONT REE None i Ee Ng ent eh et tm ae Newest wee qe RECOMMENDATION: That Counci! approve the draft resolution attached in the submission from the G.V.R.D. in support of the Regional Planning Function. BACKGROUND AND COMMENTS: DARGA Se Eel tates AHA . - The cost to the City in 1984 for continuation of the Regional Planning Function is.$15,176.00. This is approximately equal to the assessment we would have nad under the old legislation. Council should however be aware that this cost wil now be coming out of the General Revenue Budget rather than in the G.V.R.D; Assessment and will therefore result in an increase in general taxes. ; ‘There was some discussion at the Regional. Manager's level. about the contents of the Planning Program for 1984. All the Regional! Managers will be informing their Councils that there is a possibility of some minor changes to the Planning Program but that these changes will be settled .by February. 29, 1984. The changes will not affect the thrust of the program. Council can therefore make its decision on whether or not to continue with the program on the basis:of the attached submission, Council will note that the passing of the draft resolution is, in effect, agreement in principle and. that a further. agreement would then have to be signed with the G.V.R.D. Because of the time constraints in getting on with the program, the commitment of the members of the G.V.R.D. is. necessary at this time-and Counci| should be aware that if they approve this draft resolution, they are approving the expenditure for 1984, . : ; . eBid RY Se a: aS If any municipalities refuse to participate in the planning function, it is the intention of the G.V.R.D. to reduce the program proportionately rather than to raise the fees of the remaining members. Should the number opting out be substantial, or include any of the major participants in. the funding, the G.V.R.D. would no doubt be forced to cancel the program completely. , : JA . F.E.
