(Environmental Protection Committee Meeting, September 13,1930) Recommendations: That, the City of Port Coquitlam: ae use the plastic bag method of curbside pickup of recycled materials; be commence the City Program for curbside pickup of recycled material after the GVRD awards the Contract for processing and marketing of recycled materials; provide curbside pickup of recycled materials to all single family and multi family residences. & Commeats: Attached is a memorandum from the City Engineer which reviews options for a Gity Recycling Program including a review of the plastic bag versus the biue box of curbside collection. The Committee noted that the plastic bag system was less costly (50% less start up cost, and 10% less annual operating costs). Allows more flexibility as a recycling program expands. Other communities experienced high participation rates with this method and the bags that were placed at the curb were typically full rather than partially full. The Committee also noted that the processing and marketing of the bags of recycled material would be provided by the GVRD Contractor. The GVRD Board was to make a decision on selecting a Contractor for the processing énd marketing of recycled material at the September 26, 1990 Board Meeting. However, I understand that the decision for award of the contract has been further postponed by the GVRD until possibly the end of October, 1990.
