reo H i ‘ t i THE CORPORATION OF THE CiTY OF PORT COQUITLAM APR 2 1 1986 MEMORANDUM TO: B. Kirk April 14, 1986 City Administrator FROM: Fe. E.« Peters, P. Eng., City Engineer . SUBJECT: Drainage behind properties along Nature Reserve Recommendation: That the City Engineer be instructed to clear trees and construct access as necessary in order to install a drainage ditch along the east edge of the Nature Reserve behind properties fronting on Lombardy Crescent and to connect this ditch to the storm sewer in Norfolk Street and that the estimated cost of $12,000.00 be added to the 1986 budget and that the residents be informed by letter prior to any work being done. Background and Comments: The Public Works Committee has received several representations from people living along Lombardy Crescent who have serious drainage problems due to water running off the Nature Reserve. Not only does the water flow across several of the properties but it also ponds behind severa! properties because the properties have been built up higher than the Nature Park. The ponding has created very soft conditions which could be dangerous if children ventured upon them. The problems have been aggravated by the fact that some of the properties have cleared underbush off the nature reserve in.order to extend their back yards. There is no storm sewer available to the backs of these properties. The nearest storm sewer is on Lombardy Street but there is no access available between the Nature Reserve and Lombardy Street except through individual properties. The Public Works Committee looked at several options for solving the drainage problem including storm sewer and separate connections between the properties to catch basins in the nature reserve. None of the options can be completed without some work taking place on the nature reserve itself. The solution which is most likely to solve the problem and coincidentally is atso the cheapest, is a ditch along the backs of these properties connecting to a storm sewer on Norfolk Street. The attached sketch shows the focation of the ditch and storm connection. Unfortunately, this sofution requires the removal of a number of large 19 pase
