on a water system which no longer provides adequate fire flow

“during peak demand periods. It is incumbent on Coquitiam to

upgrade the water system to provide the minimum fire protection,
but two other factors are equally important:

- there is pressure to develop a 142 lot subdivision on the
Camex property; and

- the Greater Vancouver Water District water supply experiences
very large fluctuations in hydraulic head. These will
Stabilize in the future at a much lower pressure than currently
prevails during winter months.

The Land Use Committee have requested additional information on

regional development of water and sewer systems such that Camex

and some adjacent landowners might benefit from a portion of a

comprehensive upgrading scheme. Consequentiy, we looked at these

questions:

- how can a service area be best defined:

- what should comprise the initial components of each system;

~ how can the costs be distributed among the existing landowners,
potential developers, the Municipality?

We have completed a very rough estimate of costs for area water
and sewer trunk mains. If further refinement is required, a
consulting engineer specialist will have to be employed to carry
out a pre~design study end detailed cost estimate.

On the advice of the Treasurer we have highly specialized advice
coming from the Ministry of Municipal Affairs and the Municipal
Solicitor, regarding possible conflicts in specified area legis-
lation with the sewer enterprise. This information will probably
be available within two weeks.
