RECOMMENDATION:

That City Council authorize the City Clerk to prepare a Bylaw
rezoning Block 13, D.L. 288, Group 1, Plan 4667 New Westminister
District. Rezoning from A-1 Agricultural to M-2 Heavey Industrial.

OBSERVATIONS:

City Council in considering the applicant's first proposal for this
property, expressed a number of concerns. As a result Council tabled the
application to permit Mr. Westerlund to make changes to his development plans.
In discussing this application and development of the area in general, Council
members expressed two areas of concern. The problems focused on by Council
include; firstly, quasi retail and service commercial uses locating in the
industrial area. The second area of concern was that multibay warehouses are
making up virtually all of the buildings being constructed, eliminating heavier

users.
