MEMORANDUM 0) UJ : MAR 21 1977 Mayor and Council “March 18th, 1977 L.D. Pollock City Administrator Re: 1977 R.C.M.P. Contract We have now received copies of the revised R.C.M.P. Contract which has been negotiated with our Provincial Attorney-General's Department and the R.C.M.P. This type of Contract will be uniform throughout the Province. I have also attached a copy of a summary that lists the changes from the Old Contract to the New Contract. I believe the explanations are quite complete. I might draw your attention to the note on the right hand column of Page 4 of the summary sheets where it refers to items (g), (h), (i), and (4), referring to the fact that these expenses are municipal responsibility unless the Province accepts the responsibility. I have noted in pencil along side that the Provincial Government has agreed to accept the cost of (h) and (j) in this list and (g) and (i) will remain as municipal responsibilities. I have tried to come up with some comparison of costs to indicate how the New Contract provisions would affect R.C.M.P. costs and it is very difficult to detect any major increase or decrease in the new method of cost allocation. It would appear initially that there has been some reduction due to the fact that based on actual costs per man, the increase from 1974 to 1975 (under the Old Contract method) rose 17% per man, whereas the increase in costs from 1975 to 1976 (under the New Contract provision) rose only 9%. This increase does not seem excessive when one considers that in addition to the Manpower cost increases, it also includes an increase from 50% to 53% per man for the first 5 men, We will be paying Overtime under the New Contract, however, you will note that they have discontinued charging us for car mileage and this does not represent too much of a change. Based on our first six months’ experience, the Overtime costs are actually less than what the old charges were for mileage. My own conclusion is that the rates per man will not increase drastically under the new formula and I would recommend that the Contract be adopted. The only additional comment I might make is that it is reported that much of the Overtime incurred is due to tie-ups in Court and we might write a letter to the Attorney-General's Department objecting to having to pay extensive Overtime due to Court delays and ask the Attorney- General's Department to reconsider a better system of allocating Overtime.
