Gottschling in which he. crit- . icized former MLA Roger - Harris for. questioning the: _ Kitimat council’s stance on development. about how the elected coun- cil of the City of Kitimat has attempted to make in-roads = to achieve win-win solu- tions with the Haisla I must question the methodology, integrity, and honesty of the alleged attempts. ‘ es have been wasted by the _Haisla team attempting to — - reach an agreement on meet- ing dates and a facilitator, let alone dealing with the unre-. solved substantive issues. The stonewalling and avoidance tactics employed by. the ‘district committee - members _ is inexcusable. If we, the Haisla and the District of Kitimat fail to resolve the issues those proj- ‘ects will not happen, period. Yet the, district has at- — tempted to avoid meeting oo with us so that they can re- ‘main ignorant of the issues - in the hopes that they may just go away. . That.is not going to hap- pen. The. Haisla are . here _to stay and it is certainly a great comfort to understand that judges will place a lot of emphasis on the factual record that we. “have estab-. lished ‘as a result of these non meetings. A good example is the Kitimat Community Task Force created in response to ' the Alcan power sales issues, where I experienced first hand the intent expressed by the district of Kitimat through their representative. Trafford Hall. At one of the task force meetings ‘the Haisla stated that we are interested in at- taining full employment to move away from dependen- cy on social programs. That interest was agreed to by everybody except the - district. Their senior man- ager’s response was that the Haisla could have full em- -ploymenit, but not at the ex- _ pense of anyone else. _Even in a forum where every other representative, including the CAW, recog- nized the need for Haisla participation in any solution to the Alcan power sales is- sue, the District said a flat no. This is the response from a group who claim to want a win-win solution. It seems the status quo works very well for them and there is no desire to change as long as the status quo.continues. Our next interest pressed was that the Haisla desired to attain business op- portunities and procure- ments. That interest was met with the same reaction from the District of Kitimat. ~_ I stated then, ‘and now, that is a very old guard mentality, and in. fact very eX- . racist. Everyone in that room ~ heard what was said by the district representative. and I, as well as the colourful dia- logue between he and I. The group then spent the next meeting whitewashing what was said or meant by the district manager just so "that the district could be bet- ter represented in the meet- ing minutes. In respect ‘to the profes- sional, quiet yet discreet encouragement that the dis- trict provides executives of Enbridge, Kitimat LNG and the copper smelter, I too have met with them. Fortunately for the Haisla — there are better people who have. adjudicated important land mark cases in Cana- da’s top courts ‘that dictate that Canada’s First Nations shall be consulted and where appropriate accommodated by the crown and its agents. , In 50 years of existence the District of ‘Kitimat col- lected Eurocan, and Methanex, and to a lesser extent other businesses. ‘They now have approximately $10 million - stashed away in the Munici- pal Finance Authority. With all of that money — they have not, taken one - risk to deal with economic diversity in Kitimat except taxes from Alcan, . to take on its biggest tax paying customer in a smear campaign and build a second 7 _swimming pool to compli- ment the two ice rinks. I must note that the Haisla now have ten million reasons to encumber the money that the District of Kitimat -has stashed away in the MFA until the Haisla get their fair share and the District of — Kitimat deals with our inter- ~ ests as dictated by the law of © this land called Canada.
