Terrace’s _ latest apartment complex proposal. An April 22 public hearing for the rezoning of a Kenney St. property attracted about 15 neighbouring residents but no one from Tribruck Investments, the applicant for the zoning change. “The hearing ended with a prom- ise of a traffic study on the 4900 : block Lazelle, and the results of that study have still not been filed. Since the rezoning application ‘was filed in mid-December no one, including the city, has been able to contact any representatives of Tribruck Investments. The mystery was solved when Tom Bruckal visited Terrace a little more than a week ago to find out what was happening to his rezoning bid. It was too late, he was told; the hearing had come and gone and any opportunity to speak on his own behalf had gone with it. There are two principals in Tri- bruck Investments, The president, Tom Bruckal, and his son, Lionel Bruckal, who is the company secretary-treasurer. Both live in Abbotsford. Tom Bruckal filled out a rezoning application on Dec. 12 and that application was received by the city on Dec. 18, On Jan. 4, however, Bruckal left for an extended vacation in the U.S. and didn’t return until recently. With the opportunity gone and a decision on his application possibly already made, we asked Tom Bruckal what he might have said. "A proposed 48-unit, adult-oriented . apartment constructed. on the rezoned site would bring an econ- omic beost to the community of around $2 million," he said. "This would bring much needed business to the local lumber yards, concrete contractors, plumbers and electri- cians as well as various suppliers." . He also claims another winner. The current 0.6 percent vacancy rate in Terrace, says Bruckal, means increased rental rates. "There are many people in Terrace now who are paying too high a percentage of their income to rent." "The benefits that the objec- tors to the rezoning would get would far exceed the traffic com-. plaint," he says. He adds, "An apartment is gen- erally a nice looking structure with well-maintained landscaping... the people living in the apartment contribute to the communities retail stores, banking, etc." Bruckal then adds an interesting twist to the rezoning process for this type of development. What if the prospective renters themselves were invited to attend the hearing? As the city grows, and the difficulty of accessing Highway 16 from Kenney St. increases, Lazelle Ave. is 2 natural route for accessing the downtown area from the northwest. In view of a failed apartment rezoning bid on Eby St. in recent months, and the possibility. the Tribruck bid may mect a similar fate — neighbourhood concerns are the same — we asked Bruckal about the future of housing in Terrace if his application is ref- used. Are we discouraging other - out-of-iown developers from even considering investment here? "Definitely," was his answer. Bruckal left with this observa- tion: "The alternative to rezoning for an apartment (on Kenney) could be rezoning for light industry due to the proximity of the existing zoning. The objectors could com- plain to possible noise, heavy freight traffic and general. untidiness that often occurs with light industry."
