Joseph Luns, ‘NATO secretary-general, said at a news conference at the end of a meeting of the alliance’s Nuclear Planning Group (NPG) that the missiles can be deployed quickly. He said a possible answer to the 5,000-mile missile which can carry multiple warheads is the U.S. cruise migsile, a nuclear weapon - gttll being studied by NATO and the U.S. Luns said the SS-20 is in the Western Soviet Union but not in advanced areas in Eastern Europe. He sald it - cah be deployed quickly but is not in a firing position. He declined to say how many of them there are. NATO officials say that although the missile is on a tracked mount and thus can be moved from place to ace in an attempt to hide t, they are confident any attepmpt to hide it would be difficult. . Luns sald it is un-. necessary to meet the Soviets weapon for weapon. NATO might respond ta a Soviet weapon ,by ‘some other means." Asked what reply there could be to the SS-20, he said: “Let me aay one word: Cruise missiles.” That missile can strike with pinpoint accuracy after flying at tree-top level under radar defences for long distances. Some of the dangers dis- cussed by the 33 political leaders at the Com- monwealth conference touch Canadian interests. They include the black- white struggle in southern Africa, which indirectly threatens to spill over into a boycott of the 1978 Com- monwealth Games in Ed- monton, and tensions be- tween Greek and Turk in Cyprus, where Canadian troops are on peacekeeping uty. Government officials said their message, relayed by the mediators, made it clear that serious consequences could follow unless the gunmen free the hostages. There are 51 hostages aboard the commuter train, halted in a meadow about 12 miles north of this Dutch ; city and the four teachers held by another group of militants in an elementary school at Bovensmilde, just south of Assen. Sources said failure to end the twin sieges, begun May 23, might result in vigilante violence against the 40,000 - South Moluccans in the Netherlands. They also raised the possibility of damage to a repatriation program agreed to by In- donegia in March, 1976, that would allow 4,000 Moluecans to returm to their ancestral islands. The Moluccas and the rest of Indonesia are former Dutch colonies. South Moluccan militants have been demanding help from _ the Netherlands in winning independence from In- donesia for the islands.
