This will mean that the grain shipping facilities on the West Coast will be kept busy on this sale until next August. It is a windfall to the prairie grain farmers. Insofar as our economic condition is concerned it will be beneficial. It has been reported that China has suffered heavily recently because of floods and other extremes of weather. This grain will accordingly be of benefit to the people of China. Hunger and poverty have no ideology. Food can be ingested by people of all political beliefs. they are the Government of Canada. But, I sit in the House of Commons opposite them and recognize the fact that they exist. So does everyone else in Canada. If we approach the question of trade with China only from the nar- row base of benefit to Canada we can still increase our trading relations. While diplomatic recognition is not necessarily a prerequisite to trade it nevertheless will help. Apart from trade, though, there is another, larger, more important consideration. Strange Thing When the announcement of this sale was made in the House of Com- mons it was greeted with a number of enthusiastic outbursts of applause. Everyone, especially the Prairie Tory Members, thought that this was a good piece of business for Canada. Important Country That consideration is peace. Canada says that China is con- fined to the Island of Formosa and is governed by Chiang Kai-Shek. Strange Reasoning This, to me, is a peurile policy. Just because one does not agree with a political ideology is no reason to pretend that-it isn’t there. I, for in- stance, don’t agree with Conservative philosophies. I don’t like the fact that is not much point in stuffing our- selves with food if we are liable to exterminate ourselves to-morrow by nuclear war. China-is the most im- portant country in the world today. Its immense population and expand- ing economy are going to have a greater impact upon the world in a shorter period of time than has .any other country. If we continue this foolish notion of isolating China from world affairs we will not be able to negotiate with her about many important matters. If a union and a management refused to talk with each other and refused to negotiate we would have con- tinual strife. It is only by negoti- ations, through mutual recognition, that differences are resolved. U.S. wine To Invest In Housing The U.S. labour movement is planning to launch its own anti- recession programme. Under the leadership of the AFL-CIO, U.S. unions will be asked to shift union assets from stocks and bonds into a mortgage fund for home construction. The fund is expected to reach $1,000,000,000. AFL-CIO president George Meany told reporters that plans have been underway for more than a year. The federation, he said, has established its own t to chan- nel union treasuty,, pension and wel- fare funds into government-insured home mortgages. The move has a three-fold aim, Mr, Meany said: To put money into a safe useful field that will draw better interest than government bonds, to bring down home costs, and to en- courage construction and thus the entire economy. He expected that management would be glad to co- operate where union welfare funds are jointly administered.
