It is planned to ensure a new considerable rise of the peo- ple’s welfare. The wages and salaries of workers and office employees will be raised on an average by 20-22%, the remu- neration of farmers’ work on the cooperative farms — by 30-35%. The minimum monthly wage and salary of workers and office employees in all the branches of the national economy and in all the regions of the country within the five-year period is to to raised to 70 roubles. It is also planned to increase the basic wage rate and salaries of middle-bracket working people. The directives point out that in the non-production spheres first of all the salaries of doc- tors, school teachers and teach- ers at kindergartens and nur- series should be raised. The program envisages also a reduction of taxation, and great- er benefits to working mothers. It is also planned in this five- year period to improve the ma- terial welfare of larger families. The task is set of improving social insurance. The minimum amount of old age and invalid’s pensions will grow. Besides, the scholarship grants at institutes and specialized schools will also be raised. It is planned to construct resi- dential buildings with a total floor space of 565-575 million square metres. Attention is drawn to the need to improve the quality of building. Eastern Areas The. directives provide for enhancing the role of the re- publics and local government bodies in the solution of. prob- lems relating to the location of the productive forces. The further accelerated de- velopment of the natural re- sources of the eastern regions of the country and the build-up of their economic potential shall be regarded as an extremely im- portant task in the location of the productive forces and the improvement of territorial pro- portions in the national econo- my. In view of the availability of cheaper power resources in Siberia, Kazakhstan and Central Asia new industries consuming large quantities of electric pow- er shall be situated chiefly in these areas. The building matc- rials industry and construction industry shall be developed in the eastern areas at an acceler- ated pace... The line toward containing the growth of large cities shall be steadfastly pursued. As a rule, no industrial enterprise with the exception of projects serving the population and the municipal economy, shall be located in these cities. Socialist Camp The directives set the task of “consistently developing cooper- ation with the socialist count- ries and strengthening in every way the world system of so- cialism”’. The Soviet Union will extend “economically justified external trade, scientific and technical ties with industrially developed capitalist countries which show willingness to develop coopera- tion with the Soviet Union in these spheres.” The volume of foreign trade is to grow by 33-35%, first of all through the utmost expan- sion of trade with socialist countries. ; The directives provide for en- suring the further improvement of the system of planning and economic stimulation of produc- tion, for completing in the new five-year period the change- over of all the cost-accounting enterprises and organizations, sectors of material production and the service sphere to new methods of planning and eco- nomic stimulation. With the purpose of improv- ing planning in the national economy and management, the wide employment of economico- mathematical methods and the draft directives of the new Five- use of electronic computers and organizational techniques and means of communication, shall be ensured. “The Five-Year Plan will ensure a further growth of the Soviet Union’s defense might which will make it possible to protect still more reliably the Soviet people, all the countries of the socialist community, from the danger of imperialist aggression and strengthen the positions of the peace-loving and liberation forces throughout the world.” The 24th Congress of the CPSU expressed the certainty that the working people of the Soviet Union “will bend every effort not only to successfully fulfil, but also to overfufil the tasks of the new Five-Year Plan.” The Congress decision on the directives entrusts the Council of Ministers of the USSR with drawing up, on the basis of the directives, the economic de- velopment plan of the Soviet Union for 1971-1975 before August 1 this year. . The draft of the new Five- Year Plan is to be submitted for examination to the Supreme Soviet of the USSR before Sept. 1. ‘Supported by the entire people MOSCOW—“For 10 days, the eyes of the world were glued to this hall, for the enormous role of the socialist countries and Communist parties, our socialist power, our Leninist party in the historical process has been long realized all over the planet,” stated CPSU General Secretary Leonid Brezhnev in his closing remarks at the 24th Congress. The documents of the congress and the speeches of the delegates were “a worthy reflection of the immense all-round experience of the party, of its collective wis- dom,” he said and “will long remain in the focus of the ideo- logical and theoretical life of the party and the people.” Stating that the congress had armed the CPSU and the entire Soviet people with a clear-cut political program for the coming period,” he summed it up as fol- lows: “In the field of economic pol- icy, the Party’s line is aimed at improving the living conditions e. While not les- sening attention given to the de- velopment of heavy industry, in- cluding its defense branches, the Party advances the considerable raising of the living standards of working people as the main practical task of the entire eco- nomic work.” “In the domain of social pol- icy the Party line is aimed at the further strengthening of the unity of Soviet society, of bring- ing closer together the classes and social groups, all the peoples and nationalities comprising Soviet society. It is a line of consistent development of Soviet democracy, of enlisting ever broader masses for the solution of public and state matters.” “Tt is,” he said “a line aimed at raising the communist con- sciousness of the working peo- ple, the development of science and culture, the intellectual de- velopment of Soviet man, the as- sertion of the moral and political atmosphere in the country in which people find it easy to breathe, joyous to work and peaceful to live.” In the domain of Party devel- opment it is a line of perfecting methods of party leadership of society, of strict observance of Leninist norms of party life, of the all-out strengthening of the party’s bonds with the working rics and the entire Soviet peo- ple. In the domain of foreign pol- icy, said Brezhnev, the Party pursues a line of peace and inter- national security, of strengthen- ing the fraternity of the coun- tries of socialism and of alliance with the liberation and _anti- imperialist forces of the world. It can already be said that the program of struggle for peace, freedom and the independence of the peoples, set forth by the 24th Congress has met with the broadest response on all the con- tinents of the globe, he declared. Thus, pointed out the general secretary of the CPSU Central Committee, the most vital, most crucial interests of the Soviet people are in the very focus of the action program worked out by the Congress.
