Consulting Engineers

Four consulting engineering companies were invited to submit proposals for the design and
construction of the three watermain projects. Included were the Laurier, Devon and Burns
watermains. All submitted proposals and my technical evaluation and financial evaluation are
attached. Since this is a very straight forward engineering project the four consultants submitted
very similar bids with the only difference being their estimated cost for consulting engineering
fees. Based on my evaluation I recommend that Dayton & Knight Ltd. be awarded the
engineering consulting works for the Laurier, Devon and Burns watermain reconstruction at a
total cost of $59,272 including G.S.T. For budgeting purposes I recommend we budget for
$68,000 which includes a 15% contingency over the consulting engineering fees.

Financial

The Laurier watermain is budgeted in the 1992 Water Utility Capital budget at $36,000. The
Devon Road watermain is budgeted at $180,000. Both projects have previously approved
Provincial grants. The Vincent watermain can be deferred and constructed in 1993 along with

its Provincial grant.
