Procijamation of Bill C-105 will require publication of

extensive new regulations. These few regulations may
have further adverse implicavions for municipalities.
Yet, there exists no orovision for municipal input in

the drafting of these regulations.

With the available information refevant to Bill C-105 and
the potential for the City to negotiate with C.P. Rail some
time in the future respecting relocation, the Public Works
Committee urges Council to express full support for the brief
prepared by the City of New Westminster .« this matter.

There is some urgency in dealing with this matter since

the last date for receipt of representation is currently set as
March 22, 1988 (see attached letter).
