They should be used. . RECOMMENDATIONS Soe 1. That the Board's policy on transit structure and financing be as follows: ; , (a) There should be a single authority responsible for planning and operating transit service in Greater Vancouver; (b) The board of directors of the regional transit authority should be appointed by the Province in the same manner as the members of the Greater Vancouver Regional Transit Commission are chosen; and (c) Any additional taxation required to finance transit service should come from sources other than the general property tax. 2. That this policy be communicated to GVRD member municipal councils with a request that they endorse {t and so inform the Minister Responsible for Transit, the Board of Directors of 8.C.
