Eng., City Engineer Re: Proposals for Design of Pumping Stations At the last Committee Meeting of Council, the proposals from consultants for engineering services on the ‘design and supervision of the Dominion Avenue and Harbour Pumping Stations was discussed. It was pointed out that although Crippen Engineering had submitted a breakdown between design and project supervision, this had not been done by Associated Engineering. Subsequent to that Committee Meeting, I was able to obtain a breakdown of the Associated estimate. This is given in the attached letter and for Council's information I have shown a comparison between the two proposals below. AESL CRIPPEN Design to award of tender 21,500 28,500 Project supervision 13,800 14,700 As-built drawings 4,100 6,800 TOTAL $39,400 $50,000 You will note that the proposal from Associated Engineering is specific in setting a maximum limit for the design and as-built drawing portion of the work but is not committed to a limit on the construction supervision. tThis is consistent with the idea that the City would not want to be committed to a limited amount of inspection in the case of a bad contractor. Obviously, more money spent on inspection at that stage could save the City a considerably greater amount of money in the cost of the facility, both during construction and for many years thereafter. In accordance with the recommendations from the Building and Protection Committee and Public Works Committee, I recommend that the design and supervision be awarded to Associated Engineering Services Ltd. according to the terms of the proposal dated January 3lst, 1980 and subsequent letter of February 27th, 1980. /, F.E./Peters, P.
