Stinson, Planning Officer. item I = Information Only Res Roskell “and Use Contract The Committee perused the proposed Land Use Contract which is similar to the agreement used on the Shaughnessy Mall development. A copy of the proposed contract will be sent to Roskell'’s lawyer, Mr. Street, for hie information and at the same time require the necessary data and drawings in order that we can complete the blanks in the agreement. The Comnittee would like the site plan, landscaping plan, coloured prospective and the neceasary architectural plans showing elevations in order that all the Com mittee's can deal with the proposal. Item It Re: Lane Closure 3500 Block Hastings Street This item was processed earlier by this Committee and recommended closure with expenses being borna by the applicants. As City funds were not expended on the lane, the Committee recommended that there were no grounds for compensation. Council tabled the recommendation and asked the Committee to reconsider the question of compensation. Committee Comments: The Committee reviewed their previous recommendation and feel thetr criginal comments are still valid. There appears no grounds to substantiate loss of property by the City. The lane dedication was to complete a lane pattern which was dead ended. The 15 foot lane area running west from Stevenson is not constructed and was required in the event the dedicated lane running parallel to Hastings just west of Stevenson was required and constructed. At this point all the people abutting the lane wished the dedication cancelled and therefore by virtue of the fact that no City funds were exoended and no property advantages were gained by the applicants, the closure should be permitted. Recommendation: The Conmittee recommends that the closure be approved and all expenses and legal work be borne by the applicants.
