The government states it is reducing the personal in- come tax rate by 2 per cent this year for a total of 6 per cent since 1995, The average person read- ing such.a. statement. would belicve that ‘the basic provincial rate of 52.50 per cent in 1995 must have al- ready dropped to 48.50 per cent and was dropping fur- ther to 46.50 per cent this year, - Imagine their surprise to discover that the basic provincial rate is stil] 50.50 per cent. The province has not cut 6 percentage points from the rate; it has reduced the rate by 6 per-cent, There is a subtle ‘difference. If you were earning $20,000, then the rate at which you were taxed between 1995 and 1999 dropped by .69 per- centage points for a total an- nual savings of approxi- mately $138.12. Tt is a similar situation with the small business in- come tax, The government claims that between 1995 and 2000, the rate will have dropped by 20 per cent. In reality, the rate will have dropped from 10 per cent to 8 per cent — a 2 per cent drop. Even then the rate is still higher than in Alberta, our Nearest economic competi- tor.
