Lafleur says he has spoken to complainants, city adminstration, the Parks and Recreation and Pub- lic Works Departments and the RCMP and has come up with a list of costs for city services. Based on these costs, he has proposed that the following rates be made a condition for obtaining a licence to operate a carnival or amusement park in Terrace: A $1,000 deposit would ensure all litter is cleaned up, a $1,750 dust control deposit would pay for any necessary work by the city, a $420 deposit would ensure adequate garbage containers, wash- ‘rooms and traffic control signs, and a final deposit of $450 would pay for three hours of bylaw en- forcement and four hours of RCMP supervision each day of the average three-day carnival.
