Fraternal greetings

CP OF THE SOVIET UNION

We send to you, delegates to the 21st Congress of the Communist
Party of Canada and, in your person, all Canadian Communists fra-
ternal greetings and wishes for fruitful work. Your Congress coin-
cides with your Party's 50th Anniversary celebrations. All these years
the Canadian Communists, who constitute the foremost contingent
of the working class, have been fighting for the interests of the work-
ing people against the offensive of the monopolies on their living
standards, for the unity of all anti-monopoly and anti-imperialist
forces, for the complete equality of all the peoples inhabiting the
territory of Canada.

While championing the interests of its country, the Communist
Party of Canada consistently presses for an independent and peace-
loving foreign policy, for the dismantling of foreign military bases in
‘Canada, for the cessation of the USA’s criminal aggression against
Vietnam, Laos and Cambodia, for the normalization of the situation
in the Middle East. It displays complete solidarity with the struggle
of the peoples of Europe to consolidate European security, unequivo-
cally supports the idea of convening an assembly of social forces
on security and cooperation in Europe and demands the dissolution
of aggressive blocs threatening peace.

True to the ideals of the great teachings of Marxism-Leninism and
to the principles of proletarian internationalism, the Communists of
Canada consistently work to cement the unity of the international
Communist and working class movement.

Soviet Communists and all Soviet people highly value the contri-
bution of the Canadian Communists to the strengthening and devel-
opment of good-neighborly relations that exist today between our
countries. Such relations to a large extent help to relax international
tension. The Central Committee of the CPSU wishes the fraternal
Communist Party of Canada success in its day-to-day work in enlarg-
ing its ranks, in strengthening them ideologically and organizational-
ly, in uniting all the democratic forces in its country in the struggle
for peace, democracy and social progress.

movement on the basis of the principles of Marxism-Leninism!

gress of the Communist Party of Canada comradely greetings and
wishes for full success in its deliberations. We follow with sincere
sympathy the activities of your Party which celebrated this year the
50th anniversary of its foundation. We highly appreciate all work of
your Party which has been done and which under difficult conditions
proved to be a principled Marxist-Leninist revolutionary party of
Canadian working people. ;

We express‘our solidarity with you in your struggle for the demo-
cratic rights of the working class, for a socialist transformation of
Canadian society. :

try has prevented us from sending a delegate to your Congress.

VIETNAM WORKERS PARTY

On the occasion of the 21st Convention of the Communist Party
of Canada, on behalf of the Vietnam Workers Party, the Vietnamese
working class and people we convey our warmest greetings to the
Communist Party of Canada, the Canadian working class and
people. : ‘

In past years U.S. and Canadian monopoly capitalists have inten-
sified their policy of oppression and exploitation, adding to the great
difficulties of Canadian toiling people in their life, trampling upon
democratic liberties of all social strata, the sovereignty and indepen-
dence of Canada. The Communist Party of Canada along with other
democratic forces have waged strong struggles against this reac-
tionary policy, for a peaceful, independent, democratic and prosper-
ous Canada and have won many successes.

We deeply rejoice at these successes and are confident that after
this Convention, the Canadian working class and people will score
new and even greater victories.

U.S. imperialists have suffered heavy defeats in Vietnam as well as
in Laos and Cambodia, but the Nixon administration remains very
stubborn and perfidiots; it has not yet given up its aggressive de-
signs against our country. It is trying hard to carry out the “Nixon
Doctrine” and the “Vietnamization” plan which in essence consists
in prolonging the aggressive war, maintaining U.S. neo-colonial rule
in South Vietnam, and intensifying and extending its aggressive war
in Laos and Cambodia. As long as the U.S. pursues their aggression
against Vietnam, the Vietnamese people, acting upon the testament
of our venerated president Ho Chi Minh, will continue to strengthen
unity, and, shoulder to: shoulder with the-fraternal Lao and Khmer
peoples, resolutely persist in and step up resistance against U.S.
aggression and for national salvation until total victory.

- On this occasion, we sincerely thank the Communist Party of Can-
ada, working class and people for their active sympathy and support
for our people’s patriotic struggle against U.S. aggression.

May the solidarity and friendship between our two parties and
peoples of Vietnam and Canada on the basis of Marxism-Leninism
and proletarian internationalism further consolidate and develop
day by day.

We wish the 21st Convention of the Communist Party of Canada
good success.

Communist program and tactic

The 50th Anniversary (21st)
Convention of the Communist
Party of Canada held Nov. 27,
28 and 29 in Toronto adopted
two major documents. First of
these was the redrafted Com-
munist program, The Road to
Socialism in Canada, and the
second, the main policy resolu-
tion, ;

Asked to comment on the sig-
nificance both of the order in
which the convention tackled
these two principal items of its
agenda and the relationship be-
tween them, Norman Freed,
Central Executive member of
the Party and its secretary of
idealogical work, told the Cana-
dian Tribune:

The party’s Program and the
policy resolution are at once
distinct and interrelated.

Their distinction arises from
the fact that the Program sets
out the various stages through
which the Communists see the
achievement of socialism in
Canada. We are not crystal ball
gazers, nor clairvoyant. We are
nevertheless social scientists,
guided by the creative science
of Marxism-Leninism.

This gives us an opportunity
to look aread, by examining the
past and present reality of Can-
ada within the setting of the
present world relationship of
forces. We therefore can indic-
ate with scientific precision the
likely course of developments
subject to amendment by life
itself.

We see the working class of
Canada as the main leader and

driving force for fundamental .
change, attracting to itself allies .

in achieving this noble aim.
These allies include the working
farmers, intellectuals, academics,
students, women and young peo-
ple, in a word, the majority of
the people representing the pat-
riotic and democratic peoples of
both nations, French and English
Canadian.

We see the achievement of
socialism through the stage of
struggle against monopoly and
imperialism, for Canadian inde-
pendence, peace, democracy,
economic security. We see this
as an alliance of many demo-
cratic anti- monopoly forces,
Communists, the NDP, the trade
union, farm, peace movements
and all the democratic move-
ments of the people.

We have come out squarely
for the realization of an. anti-
monopoly government that will
reflect the various points of
view, the diverse character of
the working class and demo-
cratic forces in our country as
it exists today and will evolve in
the course of the struggle.

jectives dovetail with the ultim-
ate objective. This Resolution
