This is the latest step in an intensive review of regional land use and transportation planning mandates that resulted from the adoption of Creating Our Future in 1990. At each stage in the process, we have sought the advice of member municipal councils which has in turn formed the basis for the next stage. The process started with a Discussion Paper which I reviewed in my meetings with member councils in the fall of 1991. The responses to this paper formed the foundation for a proposal for a consensus-based regional planning mandate which the Board approved in principle in July 1992. The Board appointed a municipal Task Force chaired by Mayor Gordon Hogg (White Rock) to refine the proposal. The report of the Task Force was circulated to municipalities in late 1992 and considered art the first Council of Councils on 12 December 1992. The comments of the municipalities were reflected in a Revised Proposal which was reviewed at the Council of Councils on 27 March 1993. After considering the results of the Council of Councils discussion, the Strategic Planning Committee has recommended, with the support of the Regional Administrative Advisory Committee, that the Board consider establishing a Regional Scrategic Planning Service as descnbed in the attached material. Under the provisions of the Municipal Act, a bylaw establishing this service must be approved by all municipalities which intend to participate in the service and by the Provincial Cubinet. Before proceeding to seek the formal approval of the municipalities. the Strategic Planning Committee and the Board have decided to circulate the proposed bylaw for comment and amendment in order to ensure that the proposal reflects the views of member municipaliues to the maximum possible extent. 6 COOMA LORS BR KIRKE T.
