Dear Sirs:~ ‘ Once again I am appealing to the City Council to review the antiquated Port Coquitlam Business License Bylaw 1973, No. 1237 Subsection 18, which charges an exhorbitant fee for Tax Buyers. Prior to 1985 “Subsequent to 1977, Tax Buyers were allowed to: charge a discount fee of 15% at which rate one could make a reasonable living. However, for 1986 the Federal. Discounting Act prohibits charging any more than 15% on the first $300.00 discounted and 5% on the balance. You may be interested to know on a refund of $384.00 our discount fee is $49.20 which is 12.81% gross. On $768.00 refund the ‘discount fee is $68.40 which is 8.90% and as the discount gets larger the percentage gets smaller. i.e. On a refund of $1920.00 the dis~ count fee is $126.00, a gross of 6.56%. ZI am sure you will agree that trying to operate a business on less than 10% zross profit is next to impossible and therefore a Business License Fee four times greater than any other professional category is long overdue for adjustment. Last year I wrote to you and enclosed a copy of my Profit and Loss Statement which I am sure you will agree bears out the forgoing and justifies the fact that all the other municipalities on the lower mainland have fees to Tax Buyers ranging from $65.00 to $105.00.
