Again compare us in this economic area with North Vanccuver and Burnaby or with
Victoria who are closest to our size.

The fiscal Zramwork funds, allowed for us in function 5 {operation & maintenance},
are between two and four million dollars short of what these three districts are
allowed.

Please review our case again and see if a way cannot be found to avoid us naving
to cut our education program - as you know cur PTR has already risen about a pupil
per tescher above these @istricts. In ny epinion, the Zoara here will be requires
to cut further from the education program to meet restraint whereas most districts
still have room in things like operatior., maintenance and administration salaries
to meet their restraint — the percentage of the Ato D section of cur budget spent
on instruction in 1983 was the highest of the large school districts, surely prooz
of the above contention.
