Collectively through organization, namely municipal governe ent, a service can be provided that meets the community needs more effectively, economically and efficiently than _ by individual response and action. It is also accepted that all segments of the community benefit directly and indirect- ly and should contribute to the cost of the service, The problem (1) Admittedly the present system involves a certain amount and degree of inequity. The 1975 budget for garbage dispos~ al was approximately $240,000 dollars. More than 20% was attributed to commerce and industry. Only a small portion of industry is receiving this service since most look after their own garbage pickup. Aliso some residences (eg. Woodside Estates) are paying for municipal garctare collection which . they are not receiving as they have contracted this to a ; private firm. This type of inequity can be minimized and does not merit a basic change in the system.
