The USSR also re-stated that the PLO is the legitimate repre- Sentative of the Palestinian people and that it is impossible to pro- Ceed to the solution of the prob- lems of the Middle East without the full participation of the PLO. It again repeated its demand that the PLO be included in the Geneva Conference and charged that Israel continues to raise arguments against PLO participa- tion to gain time to consolidate its annexation of occupied Arab lands. East settlement and that Wash- ington continues to ignore the legitimate rights of the Palestinian Arabs. ei -Commenting on the recent visit of Egyptian president Sadat to the USA, the Soviet Union charged that Sadat, despite advertizing his trip as ‘‘ mission to uphold Pales- tinian rights’’ actually denied th- ese rights by speaking of certain ‘‘political formations’’ and did not speak of the PLO as the repre- sentative of the Palestinian people. Likewise Sadat did not forthrightly demand PLO partici- pation at the Geneva Conference. Some Arab newspapers, said the USSR, spoke of Sadat’s trip as a ‘familiarization visit’’. But such visits are aimed at misleading public opinion and delaying a real settlement. Each such visit pro- duces seemingly small but actu- ally important concessions to U.S. imperialism and Zionism, designed to achieve a settlement favorable to themselves and not the Palestinian people, the Soviet Union charged. YASSAR ARAFAT In his talks with Yassar Arafat, Leonid Brezhnev said the USSR “‘has always supported the Arab people of Palestine and other peoples of the Middle East who are fighting for freedom, national independence and socialism; for an overall political settlement and for ajust and durable peace in the Middle East.” Castro, Honecker pledge aid to African freedom By FILS DELISLE BERLIN — The GDR and Cuba have joined in a pledge to give all possible assistance to the anti-imperialist, liberation and socialist-oriented forces in Afri- ca. The pledge was made during a visit here of a government and party delegation from Cuba headed by Fidel Castro, president of Cuba and General Secretary of the Cuban Communist Party. In his welcome to the Cuban guests, Erich Honecker, chairman of the GDR State Council and general secretary of the Socialist Unity Party, declared socialism in Cuba and the GDR showed in which direction history was going. He added: ‘‘socialism has now taken root on four continents. Its powers of attraction, its influence on all the basic decisions of our times have enormously §in- creased. That does not suit the gentlemen of imperialism. That is their problem. What is important is the fact that socialism, peace and the national liberation movement of the peoples con- solidate their positions.”’ Castro flew to Berlin directly from his extended tour of a number of African countries. That, as the GDR press com- mented, made it inevitable ‘‘that Africa took a special place in the exchange of views on interna- tional questions’’ between the two sides. At a banquet in honor of the Cuban visitors, Castro summed up his impressions of his tour of Africa, of the struggle there “‘be- tween imperialism and the newly developed countries, between capitalism and socialism, bet- ween oppression and freedom’, of those Arab lands and the coun- tries of Black Africa ‘‘which are fighting for social change. “‘We have seen with our own eyes,”’ he said, ‘‘the present situ- ation of the people who have had “to live under colonialism: an un- believable poverty, an extra- ordinary technical backwardness, illiteracy, unemployment, dis- ease. In Africa, people do not grow old. There is one doctor for about 40-50,000 inhabitants. There are no technical experts. There is a shortage of engineers, teachers and very often there are no tradesmen.”’ In their final communique, the GDR and Cuban leaders said they would work to deepen their rela- tions with African countries with a socialist orientation, and would support the struggle for freedom of the peoples of Zimbabwe, Namibia and South Africa, as well as the revolutionary changes in Ethopia. They called for bilateral and all other kinds of consultations be- tween the Communist and Work- ers’ parties of the world and laid special emphasis on maintaining friendly relations with the Soviet Union. USSR constructs first power plant in Zambia The first one of the six power stations, now under construction in Zambia with Soviet assistance, was commissioned in the city of Feira. This station will help boost the economy of the outlying east- em areas of this African country. The Soviet Union’s economic and technical cooperation with many other African countries also keeps growing. These relations rest on the principles of equality and mutual benefit. The Soviet Union is now helping build the following projects in Africa: a cement plant in Tanzania, two big oil pipelines in Nigeria, a hyd- ropower complex in Somalia and many others. Soviet-built power stations are now used to supply power to a number of districts in Guinea, Zambia, Mali, Somalia and Su- dan. A big metallurgical works is to be built with Soviet assistance in Nigeria within the next few years. INDIAN PRIME MINISTER INSULTS WOMEN NEW DELHI — Indian prime minister Morarji Desai started his new job with a blanket insult against women in politics. ‘Women on the whole have better, softer qualities than men,”’ the 81 year-old prime minister told Time Magazine, ‘‘and on the whole they don’t go as devilish as men. But when a woman becomes devilish, she beats all ‘records.”’ He told the magazine his views came as a results of women such as the prime ministers in India, Israel and Sri Lanka. ‘‘And Thatcher will become the same if she becomes prime minister of Britain,’’ he said. Desai later apoligized to Thatcher and Sri Lankan premier Ban- daranaike. He neglected to apologize to the women of India, however, CHINA CONTINUES AID TO.ZAIRE GOVERNMENT PEKING — Socialist diplomats left a banquet here April 16 follow- ing remarks by Chinese vice-premier Li Hsien-nien that the USSR had organized the war in Zaire. He said the Soviet Union had launched a new round of aggression on the African continent. China, along with the USA, France, Belgium and other imperialist states have supported the regime of Mobutu and are aiding his fight against rebels in Shaba province. China also backed the CIA-organized groupings in the Angola civil war last year. FRENCH UNIONIST GETS SOVIET AWARD MOSCOW — Georges Seguy, General Secretary of the General Confederation of Labor (CGT) of France, has been awarded the Order of the October Revolution. The award has been bestowed for fruitful activity in the international working class movement, for his big contribution to stronger solidarity and friendship between the workers and trade unions of France and the USSR, and on the occasion of his 50th birthday, says the decree of the Presidium of the USSR Supreme Soviet.
