Since Hawthorne Lodge is operated by the Port Coquitlam Senior Citizens Housing Society, a non-profit organization with very limited resources, these additional charges would present a serious obstacle to proceeding on schedule with our very worthwhile project. The Lodge currently pays approximately $60,000.00 to the City of Port Coquitlam in the way of property taxes and related services. This new addition will result in an increase in the annual payroll of Hawthorne Lodge to approximately six million dollars. The Lodge‘s estimated annual purchase of local goods and services approximates $900,000.00. We therefore believe that this new service would continue to significantly contribute to the economic and social welfare of our community. Historically our society and your City Council have had an excellent relationship. Hawthorne Lodge was established with your assistance, approximately twenty years ago. Your transfer of the "Weleher Avenue" property to us contributed significantly towards obtaining the approval of the construction of the Extended Care Unit. It is our understanding that the Ministry and G.V.R.D. will fund monies for the payment of Building Permit Fees. It has yet to he determined as to which of the Development Cost charges, as described in the same letter, would be acceptable to the Ministry and the G.V.R.D. We could work with the Ministry, G.V.R.D., Architect and your City Engineer to resolve this matter. In summary, we hereby request that you waive all Off-Site Service and Development Cost charges related to the construction of our Extended Care Unit that are not being funded by the Ministry of Health and the Greater Vancouver Regional District.
