THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM / TO: City Administrator November 5, 1987 yr FROM: City Engineer SUBJECT: Bylaw Changes for Disabled Persons ~- Public Works Committee November 3, 1987 ‘- Recommendation: That Trafttic Regulation Bylaw No. 1117 be amended by replacing every reference to "handicapped parking" with the words “disabled persons parking". Background and Comments: The Committee dealt with a report from Lidstone Young Baker and Anderson which recommended a variety of changes to the Traffic Bylaw and Development Management Bylaw to allow for disabled persons parking. The provisions in the solicitor's report dealing with the Development Management Bylaw have been covered in a different way in a Bylaw currently before Counci | originating with the Planning Committee. The other part of the solicitor's report dealt with changes toa the Traffic Bylaw which would allow the City Engineer to make orders designating certain parking spaces for disabled persons only. Such a change to the Bylaw would be contrary to the philosophy ot this Council! with respect to the approval of regulatory signs. Therefore it is not be recommended. The part of the solicitor's report which is recommended is the change in the reference to handicapp parking.
