RECOMMENDATION: That City Council direct the Clerk's office to prepare a bylaw rezoning: Lots 15-21, Block 2, District Lot 340, Plan 1786 except Plan 68301; Lots 1-20, Block 3, District Lot 340, Plan 2092 except Plan 68301; Lot D, Blocks A and B, District Lot 340, Plan 11880; from RS=2, Single Family to RM=3, Multiple Family. BACKGROUND AND COMMENTS: As City. Counci| members may recal|, staff have recommended the subject properties be prezoned to indicate to future residents, plans for the area. This rezoning application is pursuant to that recommendation, The rationale for the recommended designation of RM=3 townhouse density, is that the Topography of this area js severe. Consequently, by devetoping the parcel in ciusters of buildings, minimizing disturbance of the Slope the least problematic development will occur. This report is recommending against developing. the parcel as an RS-] Single Family form of housing. This is because of the amount of road, driveways and yards that would have to be constructed against the steep bank slope. It is felt that, the cut and fill as well as steep road grades would be problematic, Consequently, this report is recommending the parcel. be developed in a form of townhousing that utilizes common parking and stacked units that take advantage of the varying grade, .
