TO: Mayor and Council October 24th, 1975 FROM: Environmental Sub-Committee The Environmental Sub-committee met with members of the Port Coquitlam Huating and Fishing Club on Thursday, October 23rd. Present were: Alderman J.J. Keryluk, Chairman Alderman P.F. Ranger Mr. Henry Prante, Hunting & Fishing Club Mr. Bill Campbell, Hunting & Fishing Club L.D. Pollock, City Administrator The purpose of the meeting was to discuss the proposal by the Hunting & Fishing Club to conduct an inventory of spawning streams within School District #43. The group explained that their inventory would involve a complete survey of each stream that was significant to fish spawning and the review would include the classification of the stream as to its importance to fish spawning, possible sources of pollution along the course of the stream - including sewage outfalls, drainage outlets or other sources of pollution that might affect fish life in the stream, and any other source of danger in the stream e.g. refuse, car bodies, etc. that might be dumped in the stream and require cleaning up. The Club advised the Committee that their members were prepared to carry out the survey on their own without any major cost being incurred, however, they asked for help from the City with possibly some clerical work and the supply of maps that can be used during the inventory process. Their main request is for support from the City and assistance where ever possible in providing an on~going publicity campaign to make people aware of the importance of spawning streams and to help make people aware of the types of actions that are dangerous to local streams. For example, the group cited one incident in a local stream where the cause of.a fish kill was traced directly to someone draining chlorinated water ‘from a domestic swimming pool into a drain that lead into a stream. The Club feels that people do not cause damage intentionally and if they were aware of the hazards involved, they would be more careful. The Club felt that the City can assist in publicity through the Press or perhaps through the City Newsletter from time to time. Another area where the Club would like assistance is in starting 2 Reward Fund. The Club has started off this Fund with $100.00 and is approaching the three municipalities for similar donations. They have already received a commitment from Port Moody. The group would then approach Victoria for a matching donation. This fund would be used to offer a reward to anyone providing information leading to the arrest of any person violating either ‘a By-law or Statute relating to the protection of fish or the protection of waterways, etc. The Environmental Sub-committee endorses the project of the Port Coquitlam Hunting and Fishing Club and would ask that Council pass a formal resolution
