January will be the two-year anniversary of the pro- vince’s decision to kill the billion-dollar hydroelectric pro- ject and both sides say they expect to know within the next severa] weeks whether they’ll be able to reach an agree- ment, If talks are unsuccessful, court action will loom as a large possibility. “We've been very patient,"” says Alcan’s Ray Castelli, “We need to show that there’s some progress or at least a realistic chance we're going to be able to resolve this otherwise we're going to have to be looking at other op- tions.”” Discussions to date have focussed on the idea that Alcan would be guaranteed power from the province when and if it needs it, Any time in the next 20 years Alcan coould decide to ex- pand its smelting operations and then buy the same amount of power from the province that KCP would have genera- led for the same price the megaproject would have cost Al- can, That price for the power would be significantly lower than ils value on the open market and the savings would constitute Alcan’s compensation for KCP’s cancellation, For the province, the deal would convert the KCP debacle into some political brownie points because the. only way il proceeds is if Alcan inyesis in further expan-: sion and creates more jobs in Kitimat. “Alcan would like as much power as possible at the cheapest possible price,’ environment minister Paul Ram- sey told The Standard last week. ‘‘We want some as- surance thal if a power deal is arranged, economic devel- opment goes ahead and jobs are created. We're not inter- ested in a deal that provides Alcan with power thal it can tum around and resell wilhoul job creation,’” Castelli says the province is pushing for a direct commit- ment from Alcan to expand operations by a certain date.
