INHERENT CRUELTY Those areas that have not reacted to the pet animal surplus problem are experiencing an ever growing number of animals euthanized as the number of cats and dogs born each year increases exponentially. Much cruelty, directly or indixectiy, is an associated problem that would be eliminated by controlling the surplus pet problem. Cruel treatment as a result of over population comes not only in the form of a diminished respect for animal life, but also through the lack of basic necessities that domesticated animals must be supplied with, such as adequate food, veterinary care, exercise and much more. ZERO EUTHANASTA The ultimate goal of Zero Euthanasia, defined as no longer destroying healthy, non~aggressive, adoptable animals, is possible. Achieving this extremely worthwhile objective can be made a reality through programs encompassing various elements of sterilization, education and legislation. Mandatory sterilization programs for all pet animals obtained from animal shelters and animal pounds will eliminate these sources from contributing to the problem. Many shelters already do insist upon sterilization of any animals that are adopted, however, animals adopted or sold by pounds frequently do not, and must be convinced , eee otherwise. Pons Education is yet another key component towards solution of the pet over population problem. it is vital that pet owners are made aware of their responsibilities, not only regarding pet care, licensing and control of their own animals, but also their responsibility by not allowing any pet they own to breed. indiscriminately, adding to the surplus unwanted animal population. Enforced legislation aimed at reducing the over population of pet animals by providing for mandatory neutering; license fee differentials to encourage more owners to sterilize their pets; prohibiting owners from allowing their animals to run at large; and mandatory identification are all seen as necessary steps towards the ultimate goal of "Zero Euthanasia". Recognition by government and licensing authorities of the importance of neutering programs is equally important and will go a long way in solving this tragic . situation. |
